Biography
I was born and raised in North Ogden. My parents are John (Jack) and the late Kathy Arrington. My mother was an ESL aide for Weber School District and my father was the Comptroller for Ogden City.
I have been married to Gus Bolos for 35 years. He is a physical therapist at Ogden Regional Medical Center and owns a home care health company. I have worked my entire professional life as a self-employed accountant, supporting numerous small businesses.
As we raised our six children in Weber County, I always looked for ways to support my community. I've volunteered with the PTA and cub scouts, coached softball teams, and picked up litter. I continue serving in local schools, on committees, and on the Western Weber Communities That Care Key Leader Board.
With the exception of a 16-month stint in Oklahoma for Gus's school, I have lived my entire life in Weber County. I am proud of my heritage and the place I've called home. I believe that effective leadership is key in preserving that heritage. I commit to continue providing that leadership.
Education
My educational and professional background has prepared me well to serve the residents of Weber County. In 1993, I graduated from Weber State University with a Bachelor of Arts degree in Accounting and a minor in German. More recently, I earned a Master of Public Administration from Southern Utah University, graduating summa cum laude in December 2021.
As County Commissioner, I am responsible for overseeing the administration, operations, and budget of Weber County. My education in public administration has provided valuable insight into effective governance, while my accounting background has given me the financial expertise to ask the right questions, identify inefficiencies, and ensure taxpayer dollars are spent wisely.
As a mother and an accountant, I understand the financial pressures families face every day. At a time when many homeowners have experienced substantial increasing property taxes from cities, school districts, and other taxing entities, I have worked to ensure that Weber County lives within its means. Through careful budgeting, responsible fiscal management, and a commitment to eliminating unnecessary spending, we have controlled costs without compromising essential services.
I am proud of my record as a fiscal conservative who believes government should operate efficiently and responsibly. Protecting taxpayers and ensuring good stewardship of public funds has never been just a campaign promise—it has been a guiding principle throughout my service on the County Commission and will continue to be.
Experience
Accomplishments on County Commission
- Eliminated unnecessary spending by discontinuing a contract and bringing our public relations in-house, saving $120,000 yearly and drastically improving communication.
- Eliminated a full-time position in the commission office, saving $60,000 yearly. Led out as an example to departments of finding inefficiencies and tightening belts.
- Reorganized an entire department to eliminate expensive management positions, saving $190,000 annually.
- Implemented a county-wide compensation study to ensure that our law enforcement deputies are compensated fairly for their hard work. As a result, I shepherded through a $3.5 million public safety pay increase without raising taxes. This was accomplished through county-wide attrition savings and adjustments to transfers to the capital projects fund.

- Western Weber Communities That Care Key Leader Board member — participating in prevention efforts to decrease drug use and increase mental health resources for our teens and young adults
- Citizens Police Academy graduate — 7 weeks of instruction and hands-on experience so that I can more fully understand and support law enforcement

Accessible and Accountable Government
As an elected official, I work for you. I believe one of the most important responsibilities of public service is being accessible to the people I represent. That's why I personally and consistently respond to emails, phone calls, text messages, and questions from constituents. If you reach out, I'll answer. Your input helps me make better decisions for our county, and I appreciate it! You deserve to be treated with respect, and I commit to always take your questions and concerns seriously.
Government should communicate openly and transparently. That's why I led the effort to bring Weber County's public relations operation in-house. This change not only saved taxpayers over $120,000 a year, but also improved our ability to communicate directly with residents. During my service, we've expanded outreach through newsletters, social media, and the Commission Recap video series on social media, which provides a simple overview of key decisions and issues discussed each week. These efforts make it easier for residents to stay informed, engaged, and involved in county government.
Better government starts with better listening, and that's how I serve. I have met with countless residents in person, answered hundreds of phone calls and emails, and listened to concerns and suggestions from every corner of Weber County. Thank you for all you do! Collaboration and Problem Solving
The most effective solutions come from bringing people together. Nearly every issue facing Weber County involves multiple perspectives, competing interests, and complex challenges. Successful resolution requires listening, understanding concerns, and finding common ground.
Throughout my time as County Commissioner, I have worked to build relationships and foster collaboration among residents, businesses, local governments, community organizations, and county departments. Whether addressing economic development, transportation, public safety, land use, or community concerns, I believe everyone deserves a seat at the table and an opportunity to be heard.
My approach is simple: listen first, gather the facts, bring stakeholders together, and focus on solutions rather than politics. While not everyone will agree on every issue, I have found that respectful dialogue and thoughtful collaboration consistently lead to better outcomes for our county. By working together, we can solve problems, strengthen our communities, and ensure Weber County remains a great place to live, work, and raise a family.
My Constitutional Oath
When I took office 3½ years ago, I raised my right hand and solemnly swore to "support, obey, and defend the Constitution of the United States and the Constitution of the State of Utah, and that [to] discharge the duties of my office with fidelity." These weren't just words to me. They were a solemn commitment before God, my family, and all of you that every day this oath will guide my actions and decisions.
One of the most frequent Constitutional rights that I have the opportunity to uphold is property rights. These rights and their protection are fundamental to good government. Property owners have the right to own, use, and enjoy private property, and the government has a responsibility to safeguard those rights while balancing the needs of the broader community.
As your commissioner, I have carefully considered public input on land use issues while honoring the vision established in our county's General Plans. These plans exist to provide consistency, predictability, and fairness for property owners and neighbors alike. I support a thoughtful, comprehensive approach that aligns with these plans rather than making exceptions on a case-by-case basis.
Growth should be managed responsibly and in a way that respects both individual property rights and the long-term vision of our communities. My commitment is to ensure that land use decisions are transparent, consistent, fair, and respectful of the rights and expectations of Weber County residents. Finding the right balance between respecting private property rights and preserving the community's vision requires a fair and consistent process. Exceptions should not become the rule, and the county has a responsibility to treat all applicants equally, regardless of who they are or what interests they represent.
Every applicant must comply with the same development rules and processes, ensuring transparency, fairness, and meaningful consideration of public input. There are no shortcuts or special treatment, and all proposals should receive the same level of scrutiny. Commissioners are also bound by ethics laws that prohibit them from profiting from developments, ensuring their responsibility remains with serving the people of Weber County rather than their own financial interests.
